... that food stamps are a effective stimulus program (notable statistic: "In Chicago... the number of households relying on food stamps is up 15% over a year ago"), except, y'know, economists.
It makes sense, if you think about it: they go to people with low incomes, necessity making it more likely that the money will be spent quickly, and because it's food, the money trickles down through a substantial chain of production that is largely limited to this country. It's simply a very targeted way of using government money for economic stimulus.
