Heads up, neighborhood arts organizations: mayor-elect Rahm Emanuel's transition report, which was released today and calls for $75 million in cuts to the city budget this year, also mandates the creation of three new "cultural hubs" in the neighborhoods. These arts hot spots will be "branded" and serve as pilot programs for future development. Not sure how that'll work in the long run: if every neighborhood's an arts hub will any be a destination? But short term, in a context of slashed budgets, it sounds like a lifeline for the chosen first few. The report also calls for a rewrite for the city's 26-year-old cultural plan.
