The intended target of this satirical comedy is the 1994 California law requiring that anyone convicted of a third felony be sentenced to at least 25 years. But for every jab at hypocrisy in law enforcement or in the media's crime coverage (writer-director D.J. Pooh has a juicy cameo as a TV anchorman), there's a scene's worth of uninflected scatology or misogyny. A second-time offender who's just out of prison (Brian Hooks) becomes the object of a manhunt after one of his many fair-weather friends implicates him in a shooting.
