Enemy of the State

The social criticism is as unforced as the humor (and the references to The Conversation) in this 1998 conspiracy thriller, whose spirited action is balanced by an almost contemplative attitude toward surveillance phobias and the movie cliches they've spawned. After unwittingly coming into possession of evidence of an assassination, an attorney finds himself framed for another murder and grudgingly forges an alliance with a mysterious information broker who may be the only person able to help him clear his name and expose corruption in the National Security Agency. Tony Scott directed a screenplay by David Marconi; with Will Smith, Gene Hackman, and Jon Voight.
