No Pay, No Play

Am I the only non-right-winger who is driven crazy by the proliferation of articles and speeches shouting about the "inequity" of the Bush tax rebates ["Congratulations! You Lose!" August 17]? How hard is it to understand that you only get a REFUND if you PAY in the first place? Anything else is called an entitlement program, not a tax refund. If we want new entitlement programs to help out the working poor, then let's lobby for them. If we want property-tax cuts or sales-tax cuts, let's lobby our state and county governments about it. It's just nonsensical to argue that a federal refund of income taxes paid should address all of these other issues.
